Flagger, DOT inspector struck by suspected drunk driver

A construction site flagger and a DOT worker are in the hospital this morning after being struck by a suspected drunk driver in Smithfield at 1:30 a.m.

A Rhode Island Department of Transportation inspector, David Casey, was in his vehicle when the driver came barreling through the construction site and his vehicle was also struck.

Police say the driver, 54-year-old Mark Foster, was intoxicated as he traveled east down Putnam Pike. He then passed into the conned off construction site striking Casey's vehicle then swerved back into the lane and struck a flagger who was helping a backhoe back up.

Both the flagger and Casey are being treated for non-life threatening injuries at Rhode Island Hospital.

Foster refused to take a breathalyzer test on scene. He was arrested and charged with driving under the influence, resisting arrest, and failure to stop at the scene of an accident.
