"The FBI is now investigating it as an act of terror," said President Obama when addressing the nation about the Boston bombings shortly before noon. "Any time a bomb is used to target innocent civilians it is an act of terrorism."
Obama went on to say the bombings near the finish line of the marathon yesterday was a "heinous and cowardly act."
He praised the American people for their response to the tragic incident, noting that American's respond to acts of terrorism "selflessly, compassionately, and unafraid.
He ordered flags on Federal buildings across the country to fly at half-staff until sunset on April 20. Rhode Island Governor Lincoln Chafee issued a similar order for Rhode Island around noon on Tuesday.
