WEST WARWICK, R.I. - A man has turned himself into police after allegedly abandoning a dog outside the city's animal shelters a few hours before it opened.
Police say on January 7, shelter staff found the dog tied up outside and appeared to be left without food and water for several hours.
Police won't identify the man until he is arraigned on February 13.
Officials are still investigating the incident.
